Fairfield Housing Co-operative - Muirton Park Re-generation

Context

In early 2004 Perth and Kinross Council and Communities Scotland approached the Co-operative with a view to partnering Perthshire Housing Association in the re-generation of Perth's Muirton Housing Estate. The Fairfield staff tasked with this acivitity are our Director Grant Ager and Projects Officer Susan Duncan.

The last few years have seen a tremendous amount of work being carried out which has culminated in a comprehensive multi-tenure master plan for the area. The first new homes will be completed in October 2006 and the whole area will be completed over a five year period.

Fairfield's role

Fairfield has a key role in the partnership approach particularly in the area of engaging the community in a wide range of activities and assisting in the progression of more specific projects. To date these have included:

  • The development of a Re-generation strategy for the Muirton area.
  • Greening Muirton Consultation and development of greening master plan.
  • Assisting the Muirton Park Community Support Network ( MPCSN) to set up and to progress their activities relating to enhancing community safety.
  • Creation of Muirton Matters re-generation newsletter.
  • Regular consultation events.
  • Co-ordinating several " Seeing is believing" visits funded by Communities Scotland allowing residents to see examples of best practise in re-generation facilitating informed input into the master plan process.
  • Enhancing the existing community flat to create a more user friendly environment.
  • Development of proposals for new community facility.
  • Active role in the PKC led Local re-generation partnerships distributing the Community Re-generation fund to specific "improvement" projects in the Muirton area.
  • The implementation in conjunction with Perth College the highly successful "Toolkit" construction apprenticeship project.
  • Working with the Business support group on enhancing employability projects.
  • Exploration of setting up " The Muirton Park re-generation Trust" to give community members governance and influence over the area.

The achievements to date have been impressive and much credit goes to the Muirton Community for their efforts, however there are still significant challenges ahead. The momentum must be maintained, the new housing managed intensively and funding secured for the key projects of "Greening" and the Community House construction.

Muirton Park - the future for Fairfield

At present it is anticipated we will build, own and manage approximately 60-80 homes in the second, third and fifth phases which will be built between 2007 -2010. The Co-operative will become Landlord to residents of Muirton and they will receive the same quality service all existing tenants enjoy.
